The article describes the conditions under which the tourism industry developed in Tijuana, Baja California, during the city’s first booming period. Given its spontaneous growth and due to its foundation on gambling, bets, a variety of entertainments and alcohol consumption, this paper inquires upon its consequences within this small town, and provides answers to questions related to public services, security and police surveillance.
