Based on Popkewitz's social epistemology, I propose a reading concerning two problems related to compensatory education programs: one directly examines issues of representation and access for individuals and groups to educational and social practices; the other problem focuses on norms and differences that have been incorporated in educational policy and in educational research over the last twenty years, which take for granted that compensatory education programs are a means of producing an inclusive society. I seek to show that there is a "double gesture" in recognizing special needs [persons] and groups that require particular strategies for inclusion. In this double gesture, the same system of arguments that differentiates excluded persons is made up by unwritten rules, standards, and values for what is classified as "normal," and both are coexistent aspects of the same phenomenon, and not opposed.
