The evaluation process of higher education has been increasing since 1990 and it continued through out the nineties decade and the first decade of the XXI century. The Norwest universities of Mexico are not the exception of the rule. The main task on the current research is to have the teacher's professional opinion about the influence that this evaluation mechanism has had within its own institution and their role as a process of institutional change. Therefore, a segmented instrument was applied in 16 variables to 402 teachers from three universities.
