Through the concept of additional behavior, an assessment is made of public funds for projects in science, technology and innovation in Baja California between 2001 and 2010 in the case of Fondos Mixtos CONACYT-BC and for Estímulos a la innovación between 2009 and 2010. The results indicate that national policies have impacts on the regional innovation system of Baja California particularly the behavior of firms and higher education institutions, that together with access to public funds projects, increase their competitiveness and greater interaction.
