In this article, there is an analysis of the negotiation process and the budget results for the Higher Education area, included in the 2013 Federation Expenses Budget. The review of the budget process belongs to the first year of the LXII Legislature of the Deputies' Chamber, within a few days of the beginning of Enrique Peña Nieto government, in comparison with the dynamics of legislatures negotiation made during Felipe Caderón Hinojosa's presidency, starting with a new political arrangement among the Executive and the principal political parties. We offer the variations observed on the public institutions budget 2013 for Higher Education and funds for extraordinary financing.
