This research intends to explain the role of social organizations in building state capacity in the second half of the Mexican 20th century, particularly in the eastern part of the metropolitan area of Mexico City and Zapotitlán Salinas, Puebla. In these areas, the capacity to provide public goods and services was limited or null, and it was the action of organizations such as the Movimiento Urbano Popular or the Union of Zapotitecos settled in Mexico City "Renovación" who managed to expand state capacity to those areas. In this sense, these organizations did not compete against the State, nor did they present different logics of the provision, nor did the State compete, eradicate, or co-opt them. For the analysis, a documentary review was carried out in the first case and, for the second case, an archive review, and interviews of the union members.
