The article focus on the management of the metropolitan areas in Mexico, based on the importance of these conglomerates in the urban national system. We study the case of Bahía de Banderas, a well-known touristic region, as an example of the complexity of administrating the territory that expands beyond the municipal boundaries. We explain the phenomenon and the problems of the Mexican metropolis, highlighting the shortcomings of institutional, regulatory and governmental structure that hinder innovation in the management of these cities. The findings suggest to encourage the association and coordination between the three levels of Government (Federal, State and Municipal) to achieve effective and coherent metropolitan governance.
