As part of the worldwide Spanish Monarchy, Nueva España had a long and evolving tradition of representation that began in its early days and reached its apogee with the Constitution of 1812. Although a cortes was never formally instituted in Nueva España, various other forms of representation emerged during the sixteenth and seventeenth centuries. The Bourbon reforms further expanded representation. However, the greatest transformation occurred when the Constitution of Cadiz enfranchised virtually all adult males and introduced representative government at three levels -the Ayuntamiento constitucional, the diputación provincial, and the Cortes.
