There are studies that suggest the globaüzation and socio-political fragmentation, present in México and other countries, have increased the heterogeneity of sub-national regions. The traditional approach assumes that regions are territorial unirs where social phenomena are ex-pressed in a relatively uniform fashion. However, the recent theoretical contributions of "local governance" and "new regionalism" have underlined the importance of trade flows in the diversification of regions and their actors. Using evidence from the European Union and México, this article argües that public policy in the región cannot be understood without analyzing the networks established between public and prívate actors. This implies a reconsideration of the criteria normally used to determine what a región is and where it exists.
