In 1916, the Mexican State sought institutional, political, social, and economic mechanisms to achieve reconstruction after the period known as factional warfare. A year later, progress was being made with the signing of an updated Constitution and new agreements with the main social forces in the country. Workers, peasants, and industrialists were summoned to participate in national congresses as a mechanism to make them participate in the new economic policy decisions, but above all to ensure the support of these groups. The article analyzes the response of industrialists to the political and social conditions defined by the Constitution of 1917 that regulated the new labor and economic relations. Industrialists gathered at a national Congress debated the scope of the state, but above all, sought to show the ability of industry to support the economy of reconstruction and the importance of maintaining its factories for social containment. In this context, industrialists asked to be regarded as key actors in the definition of Carranza’s economic policy.
