Besides the basic activities in regional planning, such as generation of thematic maps and spatial queries, it is important to apply rules and regulations to land use and territorial planning. The increasing diversity of studies analyzing land use change shows that spatial configuration of land use is a key factor in solving many environmental problems. However, our review found that cartographic designs varied and were defined according to the needs and purposes of each study. The evolution and expansion of regulations governing cartographic design is the first step towards a scientific link between current planning policies and land use assessments. This will allow predictions of land use change to be more accurate and to establish frontiers of change. Moreover, with its constant development, new remote sensing technologies have uncovered weaknesses in mapping, and thus, it is imperative to standardize some aspects such as definition of vegetation according to a specific purpose. The CORINE Land Cover methodology across Europe is the best example. This work revealed the need to build a functional cartographic database adaptable to different situations, and whose results would enable comparison among periods. For this reason, we present here an initial proposal for technical aspects to be considered in cartographic design, whose development will allow long-term updating of historical databases on land use change and vegetation cover to support territorial planning.
