Resumo

In this article we can observe with detail the formation's phase of Javier Mina's insurgent expedition at the Galveston Island, at the Texas north coast, near of American Louisiana, among november 1816 and april 1817. The many reports that had the realist's authorities about this place offer us with clarity his importance for the Mina's insurgents for his strategic position, in no-man's land, with an easy communication with New Orleans, and that was so difficult for Spain eliminate it because of the very big extension of Texas and, above all, because of the penury of material's and military's mediums. Equally, to show us all the problems that must confront Mina in Galveston, with his dissensions and lack of authority, but also in New Orleans -that nourish Galveston of all his necessities-, denying to take Panzacola, at the occidental Florida, proposition of the Anglo-americans, and knowing the reports of the extension of the realist power along the coasts of Veracruz, whit the consequent correction of his initials plans. Finally, we can observe the jealousies vigilance's measures that implemented the principal's realist's authorities along the Texas's coasts to prevent the introduction and invasion of this expedition, as well as the big peculiars problems to can done it whit the minimum's guaranties. Equally, we can observe the final solution that the general Arredondo proposes to the viceroy Apodaca to finish definitely whit Galveston: a great combined plan for land and sea of realist's troops and ships.
