Increasing North-South integration between the economies of Canada, the United States and Mexico seems to have intensified a type of West-East competition among subnational regions (states). A novel way in which this inter-territorial competition has manifested is through the formalization of joint regional actions and plans to manage development in the transboundary or binational context. This article's objective is to discuss and describe the emerging international regional partnerships. From there, as a case of strategic alliance or North American transboundary-associative region, we analyze the prospects for the Arizona-Sonora region, taking into consideration the advances in collaboration as well as the challenges and conflicts resulting from the interaction.
