This work addresses the manifestation of natural disasters associated with weather-related threats to Tijuana, Baja California, Mexico. The article begins by discussing the elements involved in shaping a natural disaster. Then, it examines how natural disasters are part of the process of the so-called social construction of risk. Next, it explains the role of intense rainfall as a historical detonator of risk scenarios in Tijuana. Finally, we present climatic variability as the cause of future disasters. The article concludes that intense rainfall can increase vulnerability and cause disasters, the impacts of which will become more and more grave.
