The rural areas, as well as the urban ones, suffer of great socio-economic unevennies such as unemployment and underemployment. Many of these rural areas lack of roads and consequently they are in deep need of communication. Thus, an official program was set to palliate these problems. Taking into account the results obtained after 5 years of operation of this program did not give an adequate answer to the problems that he was created for. In fact this program did not take into account the basic reasons of the problems mentioned it presents itself much more as a superficial answer to the social outlets growing in the mexican rurals areas.
