The levels of literacy of the population of a country are directly linked to the cultural development of the same. This paper presents a state distribution of literacy using an index of indexes that relates all the elements used in order to have a more accurate view of the situation of general literacy as well as of literacy levels by age and sex in 1980, and some of the reasons explaining that distribution. The paper also presents the maximum and minimum values of the literacy index in the municipios (the smallest political administrative units of each state) in order to see its behavior.
