This work reviews the way in which referential filters influence the process of accumulation of capacities and the role that certain individuals or groups play; for instance, the technological translators, who propitiate the creation of common meanings among those who develop, implement and use technology. It also analyzes the meaning of establishing face-to-face relationships as well as confident environments as a way of transferring knowledge
