This paper analyzes the local public action in peripheral neighborhoods that do not have water services and sewerage in five cities in the state of Chihuahua. In an analysis that integrates structural and self-management experiences in these colonies, it appears that access to water to some colonies, organizational structures depends on citizens, meanwhile, the residents retain a strong distrust of the political actors and a cold relationship with institutional structures of the political system. It is concluded that the economic crisis and legitimacy of government bodies persists associated with the ineffectiveness of innovative water management in cities and political marginalization of citizens in decision-making.
