The organizational history of the Collective Transport System (Metro) in Mexico City shows a process of continuing disorganization which is one important reason to understand the current problems regarding construction and operation of the subway. On its beginning, the subway was built under the control and supervision of particular actors: federal government, an important firm called ica and the main professional experts of the Metro organization. The process of democratization in the country, making Mexico City being governed by other parties rather than the dominant Revolutionary Institutional Party, produced several changes on this network. The control of the process of operation and building of the subway was affected by the lack of supervision and governance of several process, the deterioration of ICA and the reduction of the priority of the technical expertise of people in the Metro organization. These elements are important organizational factors to understand the deterioration of the current process to build and operate the subway in Mexico City.
