The decentralization seeks to optimize governmental actions so that they have the greatest impact on society. In this logic, a binomial is established between such concept and social programs, among them the conditioned transferences, which grant a monetary income with in views of being invested on the beneficiaries' human capital. An example, is Oportunidades (Opportunities) in Mexico, which in respect to decentralization, looks for municipality liaisons and community committees to be the linking point between federal, local government, and the beneficiaries so that the information may flow both ways. In reality, this does not always occur, in fact a research which took place in northeastern Mexico found a high degree of poor coordination among federal, state and municipal authorities in relation to training and information, having a repercussion in the program's efficiency. In that same sense, it was found that the Community Promotion Committees do not have a clear vision regarding the role they play in the program. All of this generated frictions in the social fabric and a low impact in human capital investment inside the households.
