The object of study was whether schools' access to certain government programs (for improving the quality of basic education) is related to significant differences in scholastic achievement. A database was constructed with the scores obtained by 6,580,496 students on the Enlace standardized test in 2006. Differences were detected through an analysis of variance. The programs were found to fill an academically compensatory function in only some of the strata of the sample (including some indigenous schools whose communities participate in school management); in general, the programs played a redistributive role by offering additional resources to schools in marginalized zones, or a remedial role by improving the pedagogical effectiveness of very highly marginalized locations where other programs had generated only redistributive effects. The study was carried out from March, 2007, to February, 2008.
