This paper shows the constitutional fundamentals of the moral education of citizens, considering the origin of Mexico's independent constitutionalism. The study is based on the moral meaning of fundamental rights for determining which ethical/legal principles the Constitution of 1824 instituted as a project for society and citizens. Analysis is centered on the Constitution and the preceding foundational legal texts, especially the Constitutive Act of the Mexican Federation, in order to identify the legal principles and values of the national educational project. The conclusion is that since education was recognized as a public matter, its moral principles were not established in a detailed, systematic manner; however, the constitutional principles of liberal, federal, representative, and massive education indicated the orientation of moral development through good government and the enlightenment of citizens.
