This research addresses the process of assigning scholarships for study abroad through Mexico’s Consejo Nacional de Ciencia y Tecnología. Based on the data for scholarship applications 2013-2016, we analyzed the type of educational institutions that participate in the process, as well as the relationship between evaluator and candidate characteristics in awarding scholarships. The results show notable geographical and institutional concentration in the distribution of the quality of higher education in Mexico, measured by the number of scholarship applications for graduate study abroad; of the total applications, 76% are submitted by only twenty institutions, of which one-half are private. Our econometric analysis finds relationships that benefit candidates who are from the same state as the evaluator.
