In this article, we make an analysis of the unforeseen consequences of educational policies. We set off from a revision on the changes that have occurred in the system of higher education since the 1960's to the present time. On this basis, we deal with the different measures adopted by the federal government and the impact that they have had on the academic staff at the institutions. In particular, we carry out a follow up of the National System of Researchers and the Program for the Improvement of the Faculty, with the assumption that though it has brought about benefits, they have been shadowed by the counterproductive effects that they have generated at the same time. In like manner, we maintain that the most consolidated educational establishments along with their actors are the ones who have really taken the advantage; therefore, it is necessary to design more inclusive policies.
