This article demonstrates that a “jacobin” or radical majority did not impose its vision on the 1917 Mexican constitution. Empirical analysis of votes held during the Constitutional Congress, held in Queretaro, indicates that unanimity prevailed among convention delegates. This article explains the reasons and mechanisms behind widespread agreement and identifies the key differences among convention delegates. Delegates did not form disciplined and permanent groups when they disagreed. This article also analyzes other factors that explain why the Constituent Congress approved the new constitution, including the political and military circumstances in which the convention was held and the strict rules under which delegates deliberated.
