The purpose of this paper is to examine the job of minor judges and other citizens that helped to run the council of Mexico City in cases of small account thefts and policy affairs related to common welfare. It can be observed a dissension among the city council and the government of Distrito Federal or Federal District between 1846 and 1851, under the rule of the Federal Constitution of 1824.
