Drawing on interviews and participant-observation, this research highlights the combined impacts of maternal and child health programs and of Civil Register policies on the abiity parents to register newborns in Chiapas. In a state where most women rely on midwives to provide necessary health services, we highlight the difficulties to which families who have solicited uncertified midwives confront when requesting a birth certificate at the Civil Registry. We also share how the various groups impacted by such policies adapt to or resist them.
