The Mexican diplomatic and migration policy at the end of the XIX century and beginning of the XX century, was characterized by promoting respect and collaboration between nations, ensuring the guarantees and rights of the people, as well as respecting the life and interests of the foreigners who arrived to national territory.

However, for the first half of the XX century the migration policy of the Mexican government transformed in accordance to the changing international context, in which it was a higher priority to safeguard the national economic and political interests, than to maintain an international image of friendship and protection for international exiles.

This article is developed around two historical facts that widely determined the migration, diplomatic and social integration policies in Mexico: the international economic crisis of 1929 and the outbreak of World War II in 1939.
