This paper seeks to demonstrate how land reform legislation has had diverse interpretations and, consequently, a differentiated territorial impact. For this purpose, the evolution of the legislation related to the sugar cane sector and its application in the case of two sugar mills in Veracruz was studied. The work shows that the sugarcane territories have been little affected by land redistribution, thanks to legal protections. However, the application of the law was different in San Francisco and Tuzamapan, and evolved throughout the 1917-1940 period. The text is a contribution to understanding the specific situation of the cane sugar complexes in the context of land reform. The unfailing link between agriculture and industry and the strategies adopted to avoid dissolution of sugarcane fields are evident.
