The majority control of Mexican banks by foreigners is underlined, what places national actors in a marked disadvantage to compete in the international market. This article studies State policies and their capacity to channel credits, and highlights the scarce impact of development bank in the structural transformation of national economy. After pointing out the failures of financial intermediation and the role of banks made foreign in this process, the author mentions the inability to adapt to the new era regarding regulatory and legal systems, and states some guidance he believes both Bank of Mexico and federal government should pursue.
