The March 2006 annual session of the Chinese legislature, the National People's Congress, may well be considered the third turning point in the long-term evolution of the People's Republic's historical process of reform. The two previous turning points were the beginning of the opening and reform of the economy in 1979 and the 1993 adoption of the concept of the "socialist market economy". Both gave rise to an extended period of sustained, rapid economic growth, wich has made China one of the world's largest economies. and social development manifested in massive lowering of critical poverty. Both placed China at the center of world attention: today the entire world talks about China. After a quarter of a century, however, there are signs that the road followed and, above all, the velocity of the changes will not be sustainable for very much longer.
