In the context of ECLAC's book "Time for Equality: Closing Gaps, Opening Trails," Rolando Cordera Campos reviews the fundamental restrictions Mexico faces for changing course through economic and social agreements. He points out that there are "different partisan, academic, and even entrepreneurial proposals whose purpose is to create a platform of understandings, convictions, and agreements for recovering the economic growth the country needs to deal with the social drama, as well as the mechanisms to give that growth consistency and stability." The Mexican economy's current profile demands a complex process to move toward a new institutionality. Cordera proposes a State with adjectives: a democratic, developmentalist social state with the rule of law. After outlining more specific aspects of economic policy, he concludes that the basic challenge for society and the State is to recover the values that would put front and center the objectives of equality, social equity, and democracy.
