The aim of this article is to analyze the restrictive and persecutory policies of the state of Arizona and Maricopa County between 2005 and 2013, as well as their effects on Mexican families residing in the state. The author argues that these policies have put into practice the attrition-through-enforcement strategy (ATE). Based on document review and interviews carried out in Phoenix, Arizona, he analyzes three types of policies: 1) exclusion from benefits and public services; 2) restricted access to certain labor market niches; and 3) sanctioning, criminalizing, and promoting deportation.
