This article describes different international water governance structures that influence or are the context for Mexico’s water policy. By analyzing the main international water bodies, the author constructs four ideal-typical governance models: global, transnational, multilateral, and bilateral-cross-border. His main finding is that the greatest international influence on Mexico’s water policy is its impact on the governmental agenda. This is due to the fact that, along with many other countries, Mexico has adopted different international commitments like the Millennium Development Goals, and now the Sustainable Development Goals, including strategies for climate change mitigation and comprehensive water resource management. This article contributes theoretical tenets for teaching and research on the issue of water governance, management, and policy. The conclusions cover the achievements of and the challenges for the four international governance structures and their influence on Mexico’s water policy.
