IA new normative framework exists in North America aimed at reformulating trade among Canada, Mexico, and the United States and at impacting labor relations. This study evaluates the conditions of the transition toward a new labor model in Mexico, starting from the prior experience and six trade agreements between the United States and eleven countries of Latin America and the Caribbean. The evidence gathered shows that, until now, the changes are limited and focused on strategic transnational industries like the auto industry. The authors argue, then, that labor relations will change if, and only if, legislative changes are backed up and processed by the different stakeholders, that is, an arrangement from below that can spread and be backed up by civil society.
