This paper describes, reflects upon, and discusses the political and electoral rights to which foreigners are entitled, based on the concept of citizenship in relation to the nation-State. These rights are human rights, so there is no reason to deny them to non-citizens. Furthermore, it highlights that the vote, whether passive or active, is not the only element regarding political and electoral rights.
