Institutions are organizations of social order and cooperation, which guide the actions of individuals with their environments, and condition the forms of social exchange. In Venezuela, they have suffered considerable changes with the goal of adapting them to the constitutional mandate approved in 1999. Thus, research was carried out with the objective of analyzing the institutionality of the Venezuelan state in matters of social entrepreneurship during the 1999-2010 period. The study is qualitative, based on documents, developed in two phases: descriptive and explorative; in addition, content analysis was used as technique. The study highlights that during this period an institutional environment was created to foster social entrepreneurship, constituted mainly by legal norms and public policies directed at prioritizing the integration of economic and social aspects, with high participation from community organizations and strong state intervention in the financial, technical and training areas, with the purpose of reaching endogenous and humanistic development as a model for economy diversification, under sustainability parameters. In addition, diverse public organizations have been created to fulfill what is set out in the legal framework and in public management guidelines included in the Nation's various programs.
