This article analyzes the first proposal for implementing an electoral system of proportional representation in Mexico and its major impact on the formulation of subsequent electoral laws. This initiative was presented by the Partido Popular (pp) of Vicente Lombardo Toledano, in 1951, during the XLI Legislature (1949-1952). This correlates with the emergence of political opposition in the Congress, as the pair pp proposal, the Partido Acción Nacional (PAN), the same year, proposed an initiative of electoral reform. Both proposals led to a legislative debate that identified the importance of elections as instruments of political control by the State and proposed reformulation.
