In this work, I propose, on a theoretical level, a technical choices criterion that allows for the simultaneous achievement of human and economic development. I suggest four requirements that can lead to the correct establishment of these criteria: responsibility, capabilities, technical efficiency and employment. This paper suggests that these criteria can be a guide to reach efficiency in the allocation of resources to the industrial sector and can direct industrial policies towards human development.
