This work analyzes the legal framework that governs groundwater in Mexico and the United States (U.S.). Belice, Guatemala, and the U.S. do not have specific regulations for transboundary aquifers. Differences were found in the recognition of the number of transboundary aquifers that are shared with the U.S. The four countries use different criteria to define an aquifer or geohydrological unit. A lack of technical and legal information was found regarding transboundary aquifers with Belice, Guatemala, and the U.S. The norms and criteria for transboundary aquifers that are suggested by the United Nation’s institutions make it possible to establish the legal bases for creating a strategy to sustainably manage transboundary aquifers. It is crucial for Mexico and its three neighboring countries to make progress on generating the technical information needed to establish a joint strategy to manage transboundary groundwater. This article proposes the technical topics that are relevant to establishing the bases for the sustainable management of transboundary aquifers.
