This research demonstrates that the relationship between electoral rules and institutional performance is both complex and contradictory. Based on a review of normative and critical literature on local government, accountability and clientelism, an original conceptual model is developed for understanding the connections among elections, participation and performance. To test this model, a unique case of a divided government is analyzed that, in practice, offers glimpses of an open government at the local level. Through extensive ethnographic fieldwork using qualitative methods, various theoretical perspectives are contrasted through the case study of a small municipality. This is the only empirical study of a singular government official in Mexico called the regidor de demarcación.
