The water implications, in conjunction with the environmental aspects, of agro-industrial development in Jalisco are analyzed, specifically focusing on the tequila production chain. This analysis considers the fluctuations in water policy, water management, and environmental policy, considering the socio-environmental impacts that arise as consequences within the tequila production chain projected towards a strategic agro-industrial development in a free market context, which has caused direct and indirect environmental impacts in a significant part of the state of Jalisco. To achieve the objective, methods from different disciplinary backgrounds were employed, including a critical retrospective analysis of water management history, causal tracing analysis, and public policy analysis, due to the starting theoretical relevance that is Political Ecology. One of the main findings revolves around the dilemma between mitigating socio-environmental impacts and achieving profitability schemes.
