We propose to answer the following question: What are the practices have shaped the performance of the relationship between civilian and state actors in the policies for waste management formulation in Acapulco? Through qualitative analysis of experiences in the implementation of waste management policies (made to civilian, governmental and local actors, from the anthropological perspective of The State), we propose that two models of action emerge of said management: one institutionalized, state-regulated, and tending towards sustainability discourses; and another -managed from the margins- in which illegal practices alternate -lack of protocols for waste management- with the emergence of actors who propose practical solutions towards a comprehensive approach to managing: the pechugueros, and government workers with situated procedures. It is not a quantitative evaluation, but this research can provide elements to contextualize the exercises already carried out in this regard.
