The initiative for constitutional reform presented by the President of the Republic from April 28, 2016, to provide to the Congress of the Union of the faculty to issue a national procedural code in civil and family matters, does not justify the reason why aims to make this power of State legislatures assured the federation. Neither exposes features of the procedural legislation that will be issued if approves this reform, and does not refer to the principles of orality, contradiction, immediacy, advertising and concentration, that all civil process and since then family, required to be effective and modern, meaning a due process.
