The author studies government response beginning with the agreements of San Andrés Larráinzar, Chiapas (1996). The article first explains the conflict and the negotiation between rebels and the federal government. It then goes on to analyze the principles and commitments comprised in the San Andrés accords and explores their importance for three historical and theoretically topical expressions of the nation: the end of the grand narrative of "mestizoism", modernity and multiculturalism. It then studies the intensity experienced by the entire country, and in particular by Mexico City, on March 2001 with the Zapatista march, and the failure of "Vicente Fox's strategy in terms of the cocopa law to politically capitalize on peace in Chiapas. In the fourth section, making reference to article four of the Constitution, the author concentrates on the theoretical debate on autonomy, self-determination and free determination. The article concludes with a reference to the kind of autonomy regulated in the laws of the states of Oaxaca and Quintana Roo, as well as reflecting on the state of uncertainty that exists between the federal legislature, the EZLN and the government.
