National economic development guided by the world market, is considered nowadays to be the ideal model. This option offers countries the opportunity to produce goods for the big export markets, without the limitation imposed by local needs, and it also gives them access to world savings, facilitated by international flows of capital. A means of functioning for the national economy is thus set in motion, which, by obeying the global rules of operation (of supply and demand), induces a new framework of greater economic growth, of rising productivity, of an end to unstable prices. This means of functioning also forces the State to slim down. This essay 12 demonstrates that these promises of globalization have yet to materialize in the recent development of industrialized countries.
