The intensity of the indigenous mobilizations in Latin America is a revealing element of the existing social discontent on account of increasingly poor living conditions that inhabitants of the region have to deal with. To prevent this situation from worsening, and above all as a result of the pressure exerted by different peoples and indigenous organizations, some international bodies have been promoting the development of the indigenous peoples including their activities within the human rights fight framework. Regarding this matter, there are significant advances in the creation of international means that boost actions in favor of recognition, defense and promotion of the rights of indigenous peoples. Nevertheless, as it is shown by Mexico’s case, in which not only the State did not recognize an internal pacification agreement, but also international agreements that were adopted and ratified prior to the indigenous insurgency of 1994 were violated, this kind of commitments per se does not guarantee safe protection of the indigenous peoples collective rights or a significant improvement of their living conditions.
