This article reflects on the Latin American party systems in the frame of the crisis of State at the end of the 20th century. Analyzing he Colombian case, particularly the dominant lineage bipartisan, Liberal and Conservador, it explains why the promulgation of the Constitution of 1991, the emergence of the Uribismo and the constitutional reform of 2003, evidence their crisis and decadence, leaving them excluded from the new political order, and debate on the democratic enclosing, tolerant and necessary governability in the country.
