This article aims to analyze the linkage between the speeches of international level of generation of social policy for Latin America and the transformations that has gone through the definition of the social question in Argentina for the last three decades. We affirm that the displacement of the social question understood as poverty to its redefinition as inequality takes shape in the passage of the social assistance linked to the struggle against poverty and the emergency of the conditional cash transfer programs for the renationalisation of the welfare system in 2008 and the implementation of the Asignación Universal por Hijo in 2009.
