The high construction of single-family housing in Mexico -mainly horizontal- between 2000 and 2012 boosted economic activity, but the access to acquisition was kept associated with the ability to pay and the social security conditions of purchasers. While public programs were developed for housing for urban and rural families with low income, these were related to measures to combat poverty and promote social development. Both policies were made with federal subsidies to construction companies, mortgage institutions, people with social security as well as to low-income population without social security. The results show a strengthening of heterogeneous conditions of real estate market and housing access, and associated features with a slow economic activity driven by construction. The review of information and analysis in this article allow to affirm that policies on housing recognized segmentation characteristics and strove to channel subsidies, but privileged boosting economic activity and permitted the development of housing units without considerations on territorial development and delivery capacity of public and community services.
